As a result of the competition, high-quality solutions have been obtained. Continuing their detailed elaboration and implementation the SLLL “Rīgas cirks” will acquire an optimal proposal for the renovation of the historic building of the Riga circus as well as the new building (“black box”) and an improved public open space in the territory of the Riga Circus.

Disclosure of mottoes and opening of qualification documents

The mottoes of the prize-winning entries of the competition The Renovation of the Historic Building of the Riga Circus and Development Vision for the Territory have been announced and the mottoes disclosed.

On Monday, 11 June, at 1 p.m., a public event for the opening and disclosing of the mottoes of the international sketch design competition The Renovation of the Historic Building of the Riga Circus and Development Vision for the Territory took place in the Drawing Room of the Faculty of Architecture, at RTU. The International Jury awarded two second places and two third places, and gave four incentive awards. The Procurement Committee will continue its work to determine the winners by verifying their qualification.

“This is a significant moment for the Riga Circus – we have acquired several good visions for the future of the circus building, which will allow the façade and the arena, once designed by Jānis Frīdrihs Baumanis, to be reborn in a long-term perspective and will also enable a full use of the territory of the Riga Circus both by the artists and the public”, Ināra Kehre, a Board Member of the Riga Circus said and added that “we appreciate the great interest and involvement in the competition – competition documents were issued to 149 persons, the website was frequently visited, 20 designs were submitted showing great contribution and efforts of their authors devoted to the study of the building and elaboration of new solutions and visions.”

According to Juris Dambis, head of the State Inspection for Heritage Protection and architect, who acted as a member of the Jury, “the competition has been a success, bringing many good ideas. The number of prize-winners even exceeded expectations. There are four incentive awards, two third places and two runners-up whose designs are of equally high quality. Considering that the project is rather complex and includes many architectural and functional aspects, each of the awarded entries needs some improvements to be proposed by the Jury”.

The International Competition The Renovation of the Historic Building of the Riga Circus and Development Vision for the Territory was announced on 2 March 2018. Its aim was to find the best solution for the building of the Riga Circus enabling development of high-quality and versatile circus art in the following directions: shows, education and residencies. Until 4 June the participants of the competition had to submit plans of the building, defining general scopes and their schematic layout in the territory of the prospective development.

For several days the submitted entries (at this stage their authors were anonymous and they were identified by mottoes) were evaluated by the International Jury, consisting of Chairperson of the Jury Jānis Dripe, a representative from the Ministry of Culture of the RL, Deputy Chairperson of the Jury Ināra Kehre, Board Member of SLLC “Rīgas cirks” and members of the Jury: Mārtiņš Ķibers, Creative Director of SLLC “Rīgas cirks”, architect Juris Dambis, head of the State Inspection for Heritage Protection, architect Regīna Bula, a representative from the Riga City Architect’s Office, Aigars Kušķis, a representative from the Riga City Development Department, Agrita Maderniece, a representative from the Riga City Construction Board, Toms Kokins, a representative from the Latvian Association of Architects, Yohann Floch, a foreign circus expert and consultant from France, Professor Jo Coenen, a foreign architect and urban planner from Netherlands, and Lionel Lejeune, a circus artist and lecturer with 25 years of experience, including in planning of circus venues, from Finland. The Secretary-in-Charge of the Jury was architect Dace Kalvāne.

Jānis Dripe, Chairperson of the Jury, said: “The fact that the first place was not awarded, giving two second and two third places instead, implies some continuation of the competition. Negotiations with the award-winners will allow them to improve their designs and get an even better result for the public benefit.”

According to the Brief and the procedure set out in the Public Procurement Law, the Procurement Committee continues work in a closed session, verifying the compliance of the qualification of the award-winners with the requirements of the Brief. The decision on the winner will be made after the verification of the qualification; the contract on development of the construction design will be signed after the negotiation procedure.

Until August the competition entries will be displayed at the Faculty of Architecture, RTU, Ķīpsalas iela 6, 4th floor.

Atvērti devīžu atšifrējumi

Nosauktas metu konkursa “Rīgas cirka vēsturiskās ēkas atjaunošana un teritorijas attīstības vīzija” godalgoto vietu ieguvēju devīzes un atvērti devīžu atšifrējumi.

Pirmdien, 11. jūnijā, pl. 13.00 RTU Arhitektūras fakultātes Zīmētavā, Ķīpsalas ielā 6 notika publisks starptautiskā metu konkursa “Rīgas cirka vēsturiskās ēkas atjaunošana un teritorijas attīstības vīzija” devīžu atvēršanas un atšifrēšanas pasākums. Saskaņā ar starptautiskas žūrijas vērtējumu tika piešķirtas divas otrās vietas, divas trešās vietas, kā arī četras veicināšanas balvas. Lai noteiktu uzvarētājus, iepirkuma komisija turpinās darbu, pārbaudot žūrijas godalgoto dalībnieku kvalifikāciju.

“Šis ir nozīmīgs brīdis Rīgas cirkam – esam ieguvuši vairākas labas vīzijas par cirka ēkas nākotni, kas ilgtermiņā ļaus atdzimt Jāņa Frīdriha Baumaņa projektētajai fasādei un arēnai, kā arī nodrošinās iespēju Rīgas cirka teritoriju pilnvērtīgi apdzīvot kā māksliniekiem, tā sabiedrībai,” pauž Rīgas cirka valdes locekle Ināra Kehre, secinot “esam gandarīti par lielo interesi un iesaisti konkursā – konkursa dokumentāciju izņēmušas 149 personas, plaši apmeklēta novietnes apskate, iesniegti 20 projekti, kuros visos dalībnieki ieguldījuši nozīmīgu darbu ēkas izpētē un jaunu risinājumu vīzijās.”

“Veiksmīgi noslēdzies konkurss ar daudz labām idejām. Godalgoto vietu ir pat vairāk nekā iepriekš bija paredzēts. Ir četras veicināšanas balvas, divas trešās vietas un divi līdzvērtīgi augsta līmeņa projekti, kas abi ieguvuši otro vietu. Ņemot vērā, ka projekts ir pietiekami sarežģīts un ietver daudz aspektus gan no arhitektūras, gan funkcionalitātes puses, katram no godalgotajiem darbiem nepieciešami papildu uzlabojumi, ko rosinās žūrija,” rezumēja žūrijas pārstāvis, Valsts kultūras pieminekļu aizsardzības inspekcijas vadītājs, arhitekts Juris Dambis.

Šā gada 2. martā tika izsludināts starptautisks konkurss “Rīgas cirka vēsturiskās ēkas atjaunošana un teritorijas attīstības vīzija”. Tā mērķis – rast labāko risinājumu, lai Rīgas cirka ēka varētu nodrošināt, ka mums ir kvalitatīva un daudzpusīga cirka māksla un ka tā attīstās uzsāktajos virzienos: izrādes, izglītība, rezidences. Līdz 4. jūnijam konkursa dalībniekiem bija jāiesniedz būves plāni, kas nosaka vispārējos apjomus un to shematisku izvietojumu būvniecībai paredzētajā teritorijā.

Iesniegtos darbus (šajā posmā darbu iesniedzēji bija aizklāti, un darbi tika identificēti pēc devīzēm) vairākas dienas vērtēja starptautiskā žūrija šādā sastāvā: žūrijas komisijas priekšsēdētājs – LR Kultūras ministrijas pārstāvis Jānis Dripe, žūrijas komisijas priekšsēdētāja vietniece – VSIA “Rīgas cirks” valdes locekle Ināra Kehre, žūrijas locekļi: VSIA “Rīgas cirks” radošais direktors Mārtiņš Ķibers, VKPAI vadītājs, arhitekts Juris Dambis, Rīgas pilsētas arhitekta biroja pārstāve arhitekte Regīna Bula, Rīgas pilsētas attīstības departamenta pārstāvis Aigars Kušķis, Rīgas pilsētas būvvaldes pārstāve Agrita Maderniece, Latvijas Arhitektu savienības pārstāvis arhitekts Toms Kokins, ārvalstu cirka eksperts un konsultants Johans Floks (Yohann Floch) no Francijas, ārvalstu arhitekts un pilsētplānotājs, prof. Jo Kunens (Jo Coenen) no Nīderlandes, kā arī cirka mākslinieks un pasniedzējs ar 25 gadu pieredzi, tai skaitā cirka norises vietu plānošanā – Lionels Ležēns (Lionel Lejeune) no Somijas. Žūrijas komisijas atbildīgā sekretāre – arhitekte Dace Kalvāne.

Žūrijas priekšsēdētājs Jānis Dripe: “Tas, ka pirmā vieta nav piešķirta, bet piešķirtas divas otrās un divas trešās vietas, nozīmē arī to, ka gaidāms sava veida sacensības turpinājums. Sarunu process ar godalgotajiem uzvarētājiem dos iespēju pilnveidot projektus un iegūt vēl labāku uz sabiedrības labumu vērstu rezultātu.”

Saskaņā ar nolikumu kā arī Publisko iepirkumu likumā noteiktajā kārtībā iepirkuma komisija turpina darbu slēgtā sēdē, pārbaudot godalgoto dalībnieku kvalifikācijas atbilstību nolikuma prasībām. Lēmums par uzvarētāju tiks pieņemts pēc kvalifikācijas pārbaudes, līgums par būvprojekta izstrādi tiks noslēgts pēc sarunu procedūras.

Ar konkursā iesniegtajiem darbiem līdz augustam ikviens var iepazīties RTU Arhitektūras fakultātē, Ķīpsalas ielā 6, 4. stāvā.

Devīžu atšifrējums
NB! Zemāk apkopoti metu konkursa žūrijas piešķirto godalgoto vietu un veicināšanas balvu ieguvēji, taču šis nav uzskatāms par konkursa rezultātu. Iepirkumu komisijas lēmums tiks publicēts Publisko iepirkumu likumā noteiktajā kārtībā.

The proposal presented in accordance with the requirements of Clause 4 of the Competition Brief must be submitted in one copy to the Secretary-in-Charge of the Jury by 4 June, 2018, at 5 p.m., at the address – Merķeļa iela 4, Riga (at the guard’s booth, accessed from A. Kalniņa street).

Submissions made after the specified deadline are not accepted.

Please, submit your questions, if you have any, in due time until 24 May, but not later than by 28 May (inclusive).

The Procurement Committee will decide on the possibility of answering the questions submitted after 28 May.

Circus. Architecture

, in Riga, will be held a lecture by Finnish circus expert Petri Heikkilä on the architectural needs of the contemporary circus.

Petri Heikkilä (Finland)
Petri had an important role in converting an old industrial building to the Salpaus Circus Center in Lahti, the project was finished in 2014. A modern circus space can have various uses which all have special needs. Petri’s experience and knowledge might be useful for architects since Riga Circus has recently announced Sketch design competition and others who are interested in circus and architecture.

The Aim of the Competition – to obtain a high-quality architectural solution, a functionally well-developed and economically justified Sketch Design that meets the requirements set out in the Brief and the Designing Programme for The renovation of the historic building of the Riga Circus and development vision for the territory.

The Competition site and object – The project area of the sketch design competition is located in Riga, at Merķeļa iela 4, and it includes the territory between Merķeļa and Alfrēda Kalniņa Streets (cadastral No. 0100 005 0014) in the area of 3807 m². The study area of the sketch design competition includes the area of the city with the adjacent streets, infrastructure and buildings.

The Subject of the Competition – the construction idea for complex reconstruction and prospective development of the territory of the Riga Circus. The construction idea should include architectural and functional solutions for the renovation and expansion of the Riga Circus as well as master plan development proposals and landscaping solutions for the territory.

The Jury of the Competition– internationally recognized leading specialists from France, Netherlands, Finland and Latvia in the relevant area – architects, urban planners, circus experts; Representatives from the Ministry of Culture, Latvian Architects’ Association, Riga City Construction Board, Riga City Architect’s Office, City Development Department of the Riga City Council, State Cultural Heritage Protection Inspectorate and the Commissioner of the Competition SLLC “Rīgas cirks”.
